The Inimicus Vulgus are among the least extreme, but among the most hypocritical of the races of Extremus Terra. Living almost exclusively in the icy country of Timus, they are constantly locked in a war of words with the Inimicus Divitiarum for political power over the world of Extremus Terra. More than a century ago, in a fit of self-righteous political rage, they refused to allow Underwell to continue to be their capital to share with the Inimicus Divitiarum, and built a new city, The People's City, in the eastern portion of Timus as their new capital, although they still return to Underwell to sit in for Senatorial gatherings.

The Inimicus Vulgus were born of the Miser Pecunia and the Acerbus Cunctor, and reflect it in both their wealth and opinions. Although they profess to be the political representative of the people of Extremus Terra, it is well known among the other races that this is only an attempt to garner votes for re-election; they have as little interest in the people as the Divitiarum, and reluctantly rule in their favor only if it furthers their political interests.
